The Maine General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (Maine MS4 General Permit) was last issued in 2013. Clean Water Act permits, such as this one, are supposed to be re-issued every 5 years. The Maine Department of Environmental Protection has been issuing drafts of the next MS4 General Permit since approximately January of 2018. Eleven (11) drafts have been issued, and many comments have been received and addressed.
The Final permit was issued on October 15, 2020, and is provided below:

An Appeal to the Permit was filed with the Maine Board of Environmental Protection on 11/13/2020 by Friends of Casco Bay. The Final Permit will still be implemented as issued on 10/15/2020 until some action is taken by either Maine DEP or the Board. Here is a copy of the Appeal:

MS4 General Permit Modification November 2021
In November 2020, the Friends of Casco Bay filed an appeal of the MS4 General Permit. The Maine Board of Environmental Protection held a hearing on the appeal and required that the Maine Department of Environmental Protection Modify the MS4 General Permit. The Permit Modification was issued in November 2021. Permit Modification is provided below.
